There it was right in the glossary. I could SWEAR I checked this darn thing several times. Regardless, there it is on Page 22:
"Going To The Top – In order to download a personnel with this interrupt, the personnel card must have one of the listed titles in its card title or lore ......"
There it is, bigger than life - "must have one of the listed titles in its card title or lore".
