I already gave you official answers to all three questions in my
earlier email. However, I will repeat them below in abbreviated form.

Yes, you are correct. He may download two copies of the same
disruptor. Cumulativity has no bearing on this; it is not a case of
two copies of a card having "the same effect on the same target at
the same time", which is all that cumulativity is about.

No, Q-icon interrupts *do not* count as card plays for Goddess of
Empathy. See side decks in the Glossary, where Goddess of Empathy is
a specific example for this rule.
