I've written an updated rulebook for the game, which the Continuing Committee has recently approved.

The Basic Rulebook and Advanced Rulebook, combined, make up the Complete Rulebook. If you have read it, you do not need to read them (or vice versa).
Playing the Borg: Borg Rules Sheet (Borg rules are covered in other rulebooks, but some find a separate document convenient)
I maintain an archive of rules documents from both the Decipher and CC eras. It's not much to look at right now (just a directory listing of filenames), but, if you're looking for a copy of, say, the Dominion Expansion Rules Supplement from 1998 with the cool rules about Jem'Hadar Suicide, this is where you can find them.

These (amazing) tutorials were rescued from Jeremy Commandeur's site when it went down. They're a little outdated these days -- they predate OTF and the ban list -- but are still very useful, in the absence of more up-to-date learner content.

If you do not have Microsoft Office, you can download this free application from Microsoft that will allow you to view them. UPDATE: apparently Microsoft has moved or taken down that link to PowerPoint Viewer 2007, but I'm reliably informed that this version, hosted offsite, works just as well.
